Stakeholders in the health sector started working together in 2005, to strengthen health cooperation at inter-regional level, and the HUGO network was set up as a public inter-regional group covering all the missions of the university hospitals: care, teaching, research and innovation.

The HUGO network brings together the university hospital centers of the Brittany, Pays de la Loire and Centre-Val de Loire regions as founding members: Angers, Brest, Nantes, Orléans, Rennes and Tours , and three associate members: the West oncology institute (ICO), the hospital center of Le Mans and the departmental hospital center of Vendée.
